Description

The frill at the hem is not the body of the jacket turned under. It is cut separately, from skins chosen to run in the opposite direction, then gathered and set on — which is why it stands away from the waist instead of collapsing against it. Fold a hem back on itself and you get a thick edge; set a peplum on properly and you get a shape.
