Proportion is the thing a long coat gets wrong most often. Take a full-length garment and add volume at the bottom and it can easily read as bottom-heavy, which is the usual failure of a tiered hem. The two rows here are kept deliberately shallow, and they start below the knee rather than at the hip, so the eye reads a long clean line that happens to finish with movement.
